Reports to:Director of Public Engagement
Responsible for:Currently 6 direct reports in a fundraising team of 14. Manages consultants, and agencies as needed
Budget Managed:€ 1.4m operational budget + oversight of Investment Funds of €8-9 million
Location: Oxfam International (Nairobi or Oxford preferred) or Oxfam Affiliate Office (subject to being able to establish a contract of employment).
In locations other than Nairobi, candidates must have and be able to retain if hired the legal right to work in the location of the post.

The Income Development Team is part of the Public Engagement Team within Oxfam International (OI). It is responsible for leading the delivery of a highly ambitious fundraising strategy for the Oxfam Confederation as part of a broader constituency building goal. It leads the revenue and supporter growth ambitions at Oxfam. It works closely with Oxfam departments and affiliates to inspire supporters to take action with Oxfam in multiple ways. It also leads on the management of increased collective investment funds to drive income growth across the Confederation.
Purpose of Role
Driving the private income and supporter development strategy and implementation in a manner that complements and integrates other mobilization and engagement activity, audiences and messaging. More specifically the purpose of the job is to:
- Set clear strategic direction and to drive ambitious stretch targets for Confederation fundraising aligned with constituency building goals. Oversee management and successful delivery of collective investment funds of about € 9 million.
- Drive innovation and fundraising excellence across the Confederation with a particular focus on unrestricted individual giving.
- Build alignment between fundraising goals and public campaigning and advocacy efforts to reflect coherence in Oxfam’s public-facing engagements.
- Lead the Income Development Team and develop a dynamic fundraising community of interdependent affiliates.
- To lead strategic planning for fundraising across the Confederation including non-affiliate markets, and align with constituency building goals.
- Develop a strategic framework, setting stretch income and supporter goals with affiliates.
- Prioritize markets for strategic support and investment among existing affiliates and new fundraising markets.
- Oversee new market entry studies, accountable to the OI Director of Confederation Development and support the establishment of sustainable private income portfolios in new markets.
- Identify and lead new and innovative fundraising products and activities, exploiting new growth opportunities, providing a sound base for income growth and greater supporter engagement opportunities.
Overseeing collective investment funds
- Manage the Income Development Team in providing strategic support to affiliates to develop investment proposals for collective funding.
- Oversee the performance of the investments and the evaluation of the investment funds.
- Oversee strategic projects developing best practice in critical areas of public fundraising (especially individual giving). Ensure these are embedded within affiliates and that a strong learning culture is developed across affiliates.
- Lead the development of a Key Performance Indicator (KPI) framework to drive the embedding of best practices across the Confederation.
- To develop and lead the International Public Fundraising team to deliver the objectives set out in the Operating Plan.
- Promote a "can-do", delivery orientated, supporter centric, culture which is flexible to changing market conditions and requirements.
- To lead International Public Fundraising team in nurturing and promoting fundraising excellence across all affiliates and in creating a dynamic fundraising community of interdependent affiliates; to lead this culture change among the Marketing & Fundraising Leadership Group (M&FLG).
- To play an active role in the OI Public Engagement Senior Leadership Team.
- To lead or play an active role in cross-functional teams across affiliates to develop initiatives that can be implemented in multiple markets (e.g. integrating fundraising with campaigning “global moments”).

- Fluent spoken and written English.
- Wide fundraising experience across individual giving and philanthropic giving (major donors, trusts and foundations and corporate).
- Significant depth of experience in individual giving covering both acquisition and retention / development, ideally complemented by experience in the commercial sector (desirable).
- International fundraising experience including experience in developing market entry strategies.
Strategic and financial skills
- Ability to develop strategic plans in a complex environment.
- Highly developed analytical skills to assess the drivers of supporter lifetime value. Commercial acumen to applying this understanding to evaluating business plans and investment proposals.
- Rigor in reviewing key performance indicators to drive actions to improve performance.
- Educated to degree level. Business, marketing or fundraising qualification preferred.
- Able to travel for up to 8 weeks a year.
