Introduction

The fundamental mission of UNICEF  is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.

Purpose of the role

There is significant untapped potential to generate flexible funding for UNICEF’s work over the coming 5-10 years in countries of the Europe and Central Asia region. Countries in ECA are all middle-income, with many fast approaching the high-income threshold. Many of these have vibrant and growing private sectors, including business, foundations and high net worth individuals, as well as potential for individual giving from the general public. UNICEF wishes to increase its capacity to support country offices to tap into this potential for the benefit of the most disadvantaged children in the region. This position will support and guide the ECA Regional Director and concerned Country Representatives, in the leadership of private sector fundraising and partnerships in order to maximize results for children. It will provide guidance to the regional and country offices in terms of strategic direction, fundraising, private sector engagement and longer term capacity planning including investment funds and market development. Importantly, the postholder will also directly develop and manage strategic private sector partnerships focusing on those with regional / multi-country scope.

Job Organizational Context

This post sits within the Europe & Central Asia Regional Office (ECARO), reporting to the Regional Advisor, Partnerships (P5), with close technical liaison with the Private Fundraising and Partnerships (PFP) Division.

Primary Responsibilities

1. Guide the formulation, implementation and monitoring of the private sector aspects of the Regional Partnerships and Resource Mobilization Strategy and plans guided by UNICEF’s global private sector plan.

Duties:

  • Ensure clear policy direction, or interpretation, for all private fundraising and partnership activities in compliance with PFP guidelines and policy, and UNICEF financial rules and regulations
  • Ensure close monitoring of activities, revenues and expenditures, adherence with global policy and guidance, and robust risk management.
  • Manage the application and reporting process for investment funds, ensuring optimal use of funds allocated.
  • Ensure that regional and country offices have in place adequate procedures for systematically managing and mitigating risks inherent in private sector fundraising and partnerships, as part of the UNICEF Enterprise Risk Management approach.

2. Provide strategic direction, capacity building and quality technical support of private fundraising and partnerships activities to country offices in the region to maximize results for children.

Duties:

  • Provide clear and appropriate technical guidance and support to country offices in the development and implementation of the private sector components of their resource mobilization and partnership strategies, including in the development, implementation and monitoring of work plans. Ensure effective knowledge management, including sharing of lessons learned and taking best practices to scale.
  • Ensure proper staff capacity and skills level training and development within the region in private sector fundraising and partnerships.
  • Ensure clear guidance for non-financial private sector engagement, in line with regional and PFP priorities; and identify and coordinate sufficient technical resources to support the region in implementing this engagement effectively.
  • Stimulate and support the formulation of longer-term market development and private sector engagement opportunities and /or the preparation, creation of enhanced capacities for resource mobilization and non-financial engagement.

3. Develop and manage strategic partnerships with high net worth individual donors, foundations, and multinational corporations in the ECA region, in order to maximize resources and support for UNICEF programmes to achieve results for children.

Duties:

  • Collaborate with regional office and country office colleagues to proactively identify potential new strategic partnerships with major donors, foundations, and multinational corporations in the region, and pursue the establishment of such new partnerships.
  • Develop a work plan (after implementing the appropriate market research) for the formulation and implementation of an effective strategy to major donors, foundations, and multinational corporations in ECA. Ensure approaches and private sector partner lists are competitive and relevant to help achieve UNICEF’s goals for partnerships and resource mobilization in the region.
  • Manage existing partnerships with major donors, foundations, and multinational corporations in the region, ensuring optimal stewardship of the relationships with such donors.
  • Keep up to date with latest developments in the ECA’s resource mobilization environment, with a focus on major donors, foundations, and multinational corporations.
  • Coordinate with PFP, the regional office and relevant country offices to develop multi-country funding proposals for major donors, foundations, and multinational corporations in the region.

4. Manage the relationship at the regional level with the PFP Division, to assure alignment on the development of private fundraising and partnerships.

Duties:

  • Ensure close alignment between strategies and plans in the region, and UNICEF’s global private sector plan.
  • Facilitate close collaboration and dialogue with PFP, on private fundraising and partnerships.
  • Keep different parts of PFP abreast of main developments in the region, and vice versa.

Profile

Experience

At least 8 years relevant and progressively responsible professional work experience including private sector fundraising, philanthropy and corporate social responsibility / sustainability. The private sector fundraising experience must include role(s) having direct accountability in a territory/ territories for achieving income targets. Knowledge of private sector fundraising, philanthropy and corporate social responsibility / sustainability is required. Knowledge and experience of how UNICEF country offices work (and/or work experience in a country office) are an advantage.

Education

  • Advanced University degree in social sciences, business administration, management, marketing or fundraising.
  • A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Language Requirements

  • Proficiency in English essential. Working knowledge of other languages an advantage.
