The WHO Foundation, launched in May 2020 and headquartered in Geneva, is an independent grant-making entity whose mission is to address critical global health needs through innovation while strengthening the World Health Organization (WHO) and global health systems. The WHO Foundation will complement WHO’s resource mobilization strategy by engaging in areas where WHO is not traditionally structured to engage, including catering to the interests of High-Net-Worth Individuals (HNWI) and corporates, and launching fundraising campaigns aimed at the general public, in order to strengthen the financial independence of WHO and support the General Programme of Work (GPW). In order to achieve these objectives, the Foundation is legally independent of the WHO. The WHO Foundation is a lean, modern and agile entity and is looking for a flexible, highly skilled and motivated workforce.

The WHO Foundation is seeking a Senior Programming Consultant to support the development and implementation of the WHO Foundation’s programmes.

Purpose of Role

The role of the Senior Consultant is to support the development and implementation of the WHO Foundation’s programmatic and grant-making strategy. The Senior Consultant will ensure the identification and implementation of high value and innovative programmes for engaging the Foundation's funds.

Management

The Senior Consultant will report to the CEO of Philanthropy Advisors, actual interim COO of the WHO Foundation under the leadership of the CEO of the Foundation and in close collaboration with appointed external service providers (fundraising firm, communication firm, etc.). They will work for an initial period of six to nine months, with the possibility to extend if jointly agreed by the CEO and the Foundation Board. The consultancy position will be remote, working in close coordination with the WHO Foundation/ Philanthropy Advisors teams based in Geneva and Paris.

This post can be based anywhere in the world, candidates must have the right to work in the country in which they are applying from.

Key Responsibilities

Programmatic strategy

  • Identifying high level, innovative and relevant health programmes and best ways to engage with WHO and/or implementing partners.
  • Designing and implementing programmatic strategies.
  • Leading discussions with WHO teams on the identification of areas of common programming and funding interest.

Grant-making and management

  • Identifying and vetting grantees and conducting due diligence.
  • Engaging with grantees and building projects.
  • Developing and implementing grantees compliance mechanisms.
  • Reporting of grantees.

Monitoring and Evaluation (M&E)

  • Developing and implementing the M&E system.

Profile

  • A minimum of 10 years of professional programmatic experience in the humanitarian and/or development sector both in HQ and in the field.
  • Outstanding understanding of the global public health space, and familiarity with both the UN/WHO and implementing partners.
  • Demonstrated project management skills, ideally including orchestrating large-scale, multi-actor programmes.
  • Superior interpersonal and communications skills and capacity to build excellent relationships with key stakeholders, particularly with WHO.
  • Outstanding interpersonal skills and diplomacy.
  • Aptitude to work with flexibility and entrepreneurship both individually and as part of a complex team effort.
  • Advanced university degree (Master’s degree or equivalent), in public health, international development, international relations or related fields, or equivalent demonstrated work experience
  • Fluency in English, French an advantage.
